  • GeM Listed

    Listed on the Government e Marketplace, so the demand, the comparison and the order stay on the marketplace your financial rules already point to, inside your existing delegation of financial powers.

  • DPIIT Recognised

    Recognised by the Department for Promotion of Industry and Internal Trade. Where a department extends the usual relaxations to recognised startups on prior turnover and prior experience, this is the paper that supports the decision on file.

  • MSME Registered

    Registered under the Udyam framework. This is the document a file cites when purchase preference for micro and small enterprises applies, or when tender fee and earnest money deposit are exempted.

  • Make in India

    Products designed, built and supported in India by a team based in Pune, which is the fact a local content condition or a domestic supplier preference turns on.

  • CERT-In audited applications

    Web applications audited against CERT-In, OWASP and SANS 25 guidelines. Where technical evaluation asks for a security audit, the audit completion letter is provided on request for the bid file.

  • ISO/IEC 27001:2022

    Information security management system certification, alongside ISO 9001:2015 for quality management. Both are issued by a third party, can be checked without asking us, and are supplied as copies for the eligibility set.

How a department procures it

Two routes, both normal. Nothing here asks a department to do anything outside its existing process.

  1. Specify the requirement

    The specification decides whether a product can answer it or whether the department is commissioning a bespoke build. We help draft the functional requirement in the form a technical specification takes: module scope, deployment mode, integrations, data migration and support commitments.

  2. Procure on GeM

    MeltX is listed, so the demand is raised, compared and ordered inside your normal GeM workflow. Whether that is a direct purchase, an L1 purchase or a bid follows the value and your delegation of financial powers, not anything on our side.

  3. Or run a tender

    Where the value, a funding condition or departmental policy requires a tender, MeltX bids with the set the process expects: eligibility papers, certifications, past performance references and the technical proposal, in the format the bid document specifies. Pre-bid clarifications are answered in writing.

  4. Deploy and hand over

    Configuration to the department structure, migration of the legacy register, role based training and a staged go live, then support under the service levels written into the order. Handover includes the documentation an audit, or the next officer in the chair, will ask for.

Deployed where your policy requires it to live

Data residency is decided by the department, not by the vendor. The deployment mode is confirmed before the technical proposal is finalised.

    Installed inside departmental infrastructure where policy requires the application and the data to stay under departmental control, on hardware the department already holds or has sanctioned.

  • State Data Centre

    Hosted in the State Data Centre, so residency, network policy and departmental hosting standards are answered by where the system runs rather than by an assurance from the vendor.

  • Cloud

    Deployed on cloud infrastructure with data held in India, for departments whose policy permits it and who would rather not hold the hardware.

What a department actually gets

A zilla parishad holding assets across many offices needs one thing before anything else: a register that can be produced on the day it is asked for and defended when the audit observation comes back. MeltX begins with the structure the institution already uses, then tags, verifies and reconciles against it.

  1. Structure first

    Departments, offices and sections are modelled as the institution actually operates, so a user recognises the hierarchy instead of having it explained to them.

  2. Verification with evidence

    MeltX field teams tag and photograph assets in place, with geo coordinates, timestamp and the identity of the person who captured them.

  3. Custody made explicit

    Each asset carries a named custodian who acknowledges the handover, which is what converts a list into accountability and what survives a transfer.

  4. Reporting for audit

    Movement, disposal and verification coverage are produced from the system, so an audit observation is answered from records rather than from a search through files.

Can we buy MeltX on GeM?

Yes. MeltX Software Solutions is listed on the Government e Marketplace, so the demand, the comparison and the order stay inside your normal workflow and your existing delegation of financial powers. Rule 149 of the General Financial Rules 2017 already directs a government buyer to GeM where what is required is available there. MeltX is also MSME registered under Udyam and DPIIT recognised, which is what a purchase preference or a startup relaxation is applied against.

Can it be hosted in our State Data Centre?

Yes. MeltX runs inside a State Data Centre, on departmental premises, or on cloud infrastructure with data held in India. The mode is settled against your data residency policy and network standards before the technical proposal is finalised, so the bid is not evaluated against an assumption that changes after award.

Which modules are exclusive to the government track?

Three. RTI Management for the application and appeal lifecycle under the Right to Information Act 2005, Demolition Management for enforcement against unauthorised construction, and Weapons Management for armoury custody in police and law enforcement organisations. Everything else on this page is the same platform the commercial track uses, configured to a departmental structure.

How does MeltX handle data protection obligations?

Personal data is collected against a stated purpose with consent recorded, access is limited by role, identifiers are masked where the task does not require them, and audit trails are immutable. Under the Digital Personal Data Protection Act 2023 the department remains the data fiduciary. What a vendor can do is make that position evidenced rather than asserted.

What does MeltX submit if we run a tender instead?

The eligibility set the process expects: incorporation and registration papers, ISO 9001:2015 and ISO/IEC 27001:2022 certifications, DPIIT recognition, Udyam registration, the CERT-In audit completion letter, past performance references and the technical proposal, in the format the bid document specifies.
