Nobody can say what is let, to whom, and until when

Allotment files sit in one section, the executed lease deed in another, and the schedule of when each tenancy expires exists only in the head of the person who has handled property for the last decade. Escalation clauses are applied late. Tenancies run on after expiry with no renewal on record. Arrears build until they are too old to pursue. What the law attaches to a lease of property

Letting property is governed by the instrument that created the tenancy and by the permissions the premises carry, and both differ by state and by municipal body. The module is built so those obligations are tracked as data rather than as institutional knowledge.

  • Registered lease instruments

    Under the Transfer of Property Act 1882, a lease of immovable property from year to year, for a term exceeding one year, or reserving a yearly rent, can be made only by a registered instrument, and the Registration Act 1908 makes it compulsorily registrable. The executed deed, its amendments and the correspondence are retained against the tenancy.

  • Expiry and unauthorised occupation

    Occupation that continues after the authority for it has expired is unauthorised occupation, and under the Public Premises (Eviction of Unauthorised Occupants) Act 1971 and comparable state legislation, eviction from public premises is decided by an estate officer. Expiry is therefore tracked as a consequence, not a reminder.

  • Municipal permissions and clearances

    Occupancy certificates, fire clearances and trade licences are held against the property with their validity dates tracked, and the evidence of each completed renewal is retained where it can be produced.

  • Audit visibility on lease revenue

    Demand, collection and arrears are reported from the system, which supports both internal audit and CAG style scrutiny of public property revenue. A claim for arrears of rent is subject to a limitation period, so the position has to be visible while it can still be acted on.
